Over 25% natural usage (sites developed on the TLD) and significant inbound redirects from other TLDs. PPC and sales landers are always going to be present in most TLDs but it is the natural development that matters. This is because people see sites being developed on the TLD and then decide to develop sites and tell others about the TLD. Thes are the Mom and Pop operations and they are far more important than big brand owners using a TLD.What, in your opinion, equates to great success in terms of development? Not implying anything, just curious what your benchmark is.

It varies by country but on samples, it is about 30%. Some of the ccTLDs are actually higher but that's due to the highly geographically concentrated markets and the state of the ccTLD country's economy.How many % natural usage is it for .COM?

Alexa, as a metric, is highly misleading. The VC $s and public company usage can also be misleading since they are investing in to the company rather than the TLD.And perhaps a quality ranking based on traffic (alexa 1m), venture $ raised, public company usage?
That can be done on the basis of IP address (resolution is not good due to super hosters like Godaddy that span countries), languages used on the websites and other text that can be found on the websites. That is a much harder problem than determining the use of a domain name (active/PPC/sales/redirect etc).And maybe even add in diversity of end-users based on geo and industry?
