At the end the day, a moderator teams job is to enforce the rules as they are written without playing any favorites, regardless of a members status.
Each moderator may translate a post a little different (Sometimes solely based on a members habitual history with violations, reminders, warnings, etc.) resulting in a post being handled slightly different than another moderator may handle it.
In those cases, a member may request a dispute in a support thread or direct message to have another moderator team review the case. If the second moderator team finds that the rule or policy was indeed violated along with the first assessment, the dispute is finalized as such.
It's important to keep in mind that we have always tried to keep all posts in threads on topic, as well as threads in the correct forum sections. This makes it easier for members and visitors to find and sort through what they were actually looking for without having to skip through a bunch of off-topic posts/threads to find it.
Generally, moderators do not mind a few one-off comments like what you referenced (If they don't derail the thread), however, it's dependent on several factors (E.g. are they becoming so consistent that the thread topic has changed?, Are they blatantly off-topic changing the context of the thread immediately?, Has the member posting the off-topic commentary already been alerted or warned not to do it in that thread, yet continued to do so?, Does the post itself violate a rule or policy?, etc.).
