.de Steps to register .de domains outside Germany?

Can anyone plz specify the right steps and best registrar for .de domains.

you can register the domain for example here: www.hosting.co.uk/domains/
almost all registrars provide .de domains.
a rule in germany is that you need a local presense, so the owner or the administrative contact need to have a german address. at hosting.co.uk the address is included in the price. the price is 4,99 British Pounds which is almost the same in USD.

So is there a method through which i can provide address rather than being a resident there.
