ccTLDs set their own policies, but gTLDs policy is set by ICANN.
Currently ICANN don't allow Emoji Domains in gTLDs - although there are a few in dot-COM for historic reasons, here's a list of most of them - https://names.of.london/emoji_in_dot_com.txt
